By building unique, bipartisan, strange bedfellow coalitions around these reforms, they have a clear opportunity to achieve climate-friendly reforms where other environmental policies are dead on arrival. These policies would shift housing growth toward existing, walkable, transit-connected communities, reducing per capita emissions and fighting suburban sprawl.
